How to calculate the full customs clearance cost of a Chinese-imported car: customs duty, 22% VAT, utilization fee, excise. Current rates and an online calculator.

Introduction: what makes up the cost of importing a car from China

Attractive prices on Chinese cars — Changan, Geely, Haval, Chery, Exeed — push thousands of Russians to consider importing themselves. The gap with the official-dealer price tag can reach 20–40%, but between the Chinese showroom price and the final turnkey price lies the customs clearance procedure. And in 2026 it has become noticeably more expensive.

From January 1, 2026, Russia's VAT rate has increased to 22%, excises have been indexed up, and the utilization fee continues its phased increase. All of this directly affects the final cost of an imported car.

In this article we break down each component of customs payments, give calculation formulas separately for individuals and legal entities, show three practical examples, and point out typical mistakes that lead to unexpected costs.

Components of customs payments when importing a car

When importing a car from China to Russia, the following payments must be made:

1. Customs duty (unified rate for individuals / split for legal entities)

2. 22% VAT (legal entities only)

3. Utilization fee

4. Excise (legal entities only)

5. Customs processing fee (~3,250 RUB)

6. SBKTS (Vehicle Design Safety Certificate)

7. eVIN (electronic vehicle passport)

Let's review each in detail.

1. Customs duty

The duty differs fundamentally depending on whether the importer is an individual or a legal entity.

For individuals: unified rate

Individuals importing a car for personal use pay a unified rate, which replaces separate duty, VAT and excise. The rate depends on the car's age, value and engine displacement.

New cars (under 3 years):

The greater of the two values applies (% of value or minimum per cm³). That's why for budget cars with a small engine the rate is effectively 48–54% of value, while for expensive cars with large engines it is significantly more.

Cars 3–5 years old (rate depends only on displacement):

Conclusion: used Chinese cars (over 5 years) cost much more to clear per cm³. So most cars are imported new or under 3 years old.

For legal entities: split duty

Legal entities pay duty separately from VAT and excise. The import duty rate on ICE passenger cars is 15% of customs value. For EVs the rate is the same — 15%.

2. VAT (legal entities)

From January 1, 2026, Russia's VAT rate is 22%. This is one of the key changes directly inflating import cost.

VAT is calculated on customs value plus duty plus excise:

VAT = (Customs value + Duty + Excise) x 0.22

Individuals importing for personal use don't pay VAT — it is already included in the unified rate.

3. Utilization fee

The utilization fee is often the largest payment in clearance. Since 2026, the calculation is even more granular: both displacement and power are factored in.

Base rate: 20,000 RUB. Final amount = base rate x coefficient.

For individuals (personal use)

The reduced rate applies when all conditions are met simultaneously:

  • Engine power not exceeding 160 hp
  • Displacement not exceeding 3,000 cm³
  • Imported by an individual for personal use
  • 12-month ban on resale
  • No more than 1 car per year

When met:

  • New car (under 3 years): coefficient 0.17 = 3,400 RUB
  • Car over 3 years: coefficient 0.26 = 5,200 RUB

If power exceeds 160 hp, the discount does not apply. The individual pays the full rate, and amounts increase sharply:

As you can see, for cars over 2 L and over 160 hp, the utilization fee exceeds 2 million RUB even for individuals. This is critical to factor in.

For legal entities

No discount. The utilization fee is calculated at the full commercial rate with a coefficient. Coefficients match those above for individuals once 160 hp is exceeded.

For new cars with up to 2,000 cm³ and up to 160 hp, the coefficient is 15.36, giving roughly 307,200 RUB.

4. Excise (legal entities)

Excise is paid only by legal entities. Individuals importing for personal use do not pay excise.

Excise rates for 2026 (per hp):

5. Customs processing fee

A fixed amount based on customs value:

6. SBKTS and eVIN

  • SBKTS (Vehicle Design Safety Certificate) — confirms compliance with Russian requirements. Cost: 70,000 – 120,000 RUB depending on model and region.
  • eVIN: 600 RUB.

Calculation formulas for individuals

An individual importing a new car (under 3 years) from China for personal use pays:

Total = Unified rate + Util. fee + Customs processing fee + SBKTS + eVIN

Where:

Unified rate = max(Value x % rate; Displacement_cm3 x EUR rate x CB rate)

The greater of the two: % of value, or fixed rate per cm³.

Calculation formulas for legal entities

A legal entity pays each item separately:

Duty = Customs value x 0.15

Excise = Power (hp) x Excise rate

VAT = (Customs value + Duty + Excise) x 0.22

Util. fee = 20,000 x Coefficient

Total = Duty + Excise + VAT + Util. fee + Customs processing fee + SBKTS + eVIN

Calculation examples

For clarity, three examples below. Calculations are for an individual importing a new car for personal use. Conventional rates: 1 EUR = 105 RUB, 1 CNY = 12.5 RUB.

Example 1: Budget crossover (Changan CS55 Plus)

Specs:
  • China price: 96,000 CNY = 1,200,000 RUB (~11,430 EUR)
  • Displacement: 1,500 cm³
  • Power: 150 hp
  • Age: new (under 3 years)
Unified-rate calculation:
  • By %: 1,200,000 x 0.48 = 576,000 RUB
  • By minimum: 1,500 x 3.5 EUR x 105 = 551,250 RUB
  • Take greater: 576,000 RUB
Utilization fee: power 150 hp (under 160), displacement 1,500 cm³ (under 3,000) — discount applies. 3,400 RUB. Customs processing fee: value up to 1,200,000 RUB — 3,898 RUB. SBKTS + eVIN: ~90,000 + 600 = 90,600 RUB.

Clearance added about 56% to the car price. Typical for the budget segment under 160 hp.

Example 2: Mid SUV (Geely Monjaro, 2.0T)

  • China price: 160,000 CNY = 2,000,000 RUB (~19,050 EUR)
  • Displacement: 2,000 cm³
  • Power: 200 hp
  • Age: new (under 3 years)
Unified rate:
  • By %: 2,000,000 x 0.48 = 960,000 RUB
  • By minimum: 2,000 x 5.5 EUR x 105 = 1,155,000 RUB
  • Take greater: 1,155,000 RUB
Utilization fee: 200 hp (over 160) — no discount. 2,000 cm³, 190–220 hp. Coefficient 15.84. Amount: 20,000 x 15.84 = 316,800 RUB. Customs processing fee: value up to 2,700,000 RUB — 7,130 RUB. SBKTS + eVIN: ~90,000 + 600 = 90,600 RUB.

Clearance added 78% to the price. Note: 200 hp pushes the car over the reduced-fee threshold and adds nearly 300,000 RUB versus a similar 158-hp version.

Example 3: EV (Zeekr 001, 300 hp)

Specs:
  • China price: 200,000 CNY = 2,500,000 RUB (~23,810 EUR)
  • Engine: electric, 220 kW (300 hp)
  • Age: new (under 3 years)
Unified rate (for EVs):
  • 15% of value: 2,500,000 x 0.15 = 375,000 RUB
  • By minimum: 220 kW x 12.5 EUR x 105 = 288,750 RUB
  • Take greater: 375,000 RUB
Utilization fee: 300 hp (over 160) — no discount. For EVs over 200 hp the coefficient is around 50–80 (depending on exact power). At ~62: 20,000 x 62 = 1,240,000 RUB. Customs processing fee: value up to 2,700,000 RUB — 7,130 RUB. SBKTS + eVIN: ~100,000 + 600 = 100,600 RUB.

Clearance added 69% to the EV price. Duty on EVs is lower (15% vs 48–54%), but the utilization fee for over 160 hp more than offsets the savings.

Common clearance-calculation mistakes

1. Not including delivery in customs value

Customs value is not the China price. It includes the car, delivery to the Russian border, insurance and other costs up to the moment of crossing the customs border. Truck delivery from China can be 150,000–300,000 RUB. This increases the duty base.

2. Ignoring the 160 hp threshold for the utilization fee

The difference between 158 and 162 hp can cost 300,000+ RUB in utilization fee. Many buyers pick a trim or model without checking this. Before purchase, verify power in the technical documents — that's the value used at clearance.

3. Calculating with old VAT

From January 1, 2026, VAT is 22%, not 20%. For legal entities the difference matters: on a 2,000,000 RUB car, the additional 2% VAT adds about 50,000–60,000 RUB.

4. Mixing up rates for individuals and legal entities

Individuals pay a unified rate (all-in). Legal entities pay duty, excise and VAT separately. The total for a legal entity is almost always higher, but they can claim VAT credit if the car is used in business.

5. Forgetting SBKTS and ancillary costs

In addition to customs payments, you pay for SBKTS (70,000–120,000 RUB), eVIN (600 RUB), customs broker (15,000–40,000 RUB), temporary storage at the bonded warehouse (from 5,000 RUB). These are often "forgotten" in initial calculations and add 100,000–170,000 RUB.

6. Not factoring in the FX rate at declaration date

The unified rate for individuals is calculated in EUR. The rate is taken on the declaration submission date, not the purchase date. FX swings can cost tens of thousands of RUB.
