How much it costs to clear customs on a Chinese EV in 2026

Full customs-clearance calculation for a Chinese EV: duty, utilization fee, excise, SBKTS. Examples for BYD, Zeekr, NIO. Cost calculator.

Introduction

Chinese EVs are confidently winning the Russian market. BYD, Zeekr, NIO, Xpeng — these brands need no introduction. Chinese prices are 30–50% below Russian dealer prices, attracting thousands of buyers. But between the Chinese showroom price and the final cost in your garage lies the customs clearance procedure — and in 2026 it has its own quirks.

From January 1, 2026, Russia raised VAT to 22%, indexed excises, and the utilization fee for high-power EVs grew several-fold. In this article we walk through each payment, give calculation formulas and show concrete examples for three popular models.

Customs-clearance cost structure for an EV

Importing a Chinese EV into Russia involves the following payments:

1. Customs duty

2. Utilization fee

3. Excise (legal entities)

4. VAT (legal entities)

5. Customs processing fee

6. SBKTS (Vehicle Design Safety Certificate)

7. eVIN (electronic vehicle passport)

Each item in detail below.

1. Customs duty

The import duty rate on EVs in Russia is 15% of customs value. The rate has been in effect since 2022 and remains unchanged in 2026.

For individuals importing an EV for personal use, a unified rate applies:
  • 15% of customs value, but no less than 12.5 EUR per kW of motor power

Important nuance: for EVs the calculation uses the maximum 30-minute power (net power), not peak. This figure is in the vehicle's technical documents.

For legal entities the rate is the same — 15%, but excise and VAT are added. Formula for individuals:
Duty = max(Vehicle value x 0.15; Power_kW x 12.5 EUR x CB rate)

2. Utilization fee

The utilization fee is the most unpredictable and often the largest payment. Since December 1, 2025, new rules apply, tied to motor power.

Base rate: 20,000 RUB. Final amount = base rate × coefficient.

For individuals (personal use)

The reduced rate of 3,400 RUB for new EVs (under 3 years) applies when all three conditions are met simultaneously:

  • Motor power not exceeding 117.68 kW (160 hp)
  • Imported by an individual for personal use
  • 12-month resale ban

For EVs over 3 years old, the reduced rate is 5,200 RUB (same power conditions).

If power exceeds 160 hp, the discount does not apply, and the individual pays the full rate. This is critical because most popular Chinese EVs have power well above 160 hp.

Approximate utilization fees for individuals when power exceeds the threshold:

For legal entities

No discounts. The utilization fee is calculated at the full rate with a coefficient.

For example, for a new EV at standard power, the coefficient is 33.37, giving 667,400 RUB. For high-power models (over 300 hp) the coefficient can reach 152, and the utilization fee — 3,040,000 RUB.

3. Excise

Excise on imported EVs is paid only by legal entities. Individuals importing for personal use don't pay excise.

Excise rates for 2026 (per hp):

For EVs, power is the maximum 30-minute motor power converted to horsepower (1 kW = 1.36 hp).

Formula:
Excise = Power (hp) x Rate (RUB/hp)

4. VAT

VAT is paid only by legal entities. From January 1, 2026, Russia's VAT rate is 22%.

Formula:
VAT = (Customs value + Duty + Excise) x 0.22

Individuals importing an EV for personal use do not pay VAT — it is included in the unified rate.

5. Customs processing fee

Fixed by customs value. From January 1, 2026:

6. SBKTS — Vehicle Design Safety Certificate

SBKTS confirms that the imported EV meets Russian safety requirements. Without it you cannot get an eVIN and register the car.

Cost: 70,000 to 120,000 RUB depending on model, region and lab. Lead time: 5–10 business days.

The cost typically includes: document review, design-conformity check, ERA-GLONASS installation (if not present), processing and issuance.

7. eVIN — electronic vehicle passport

The eVIN replaced the paper title and is issued in the "Electronic Passport" system.

Cost: 600 RUB.

8. Customs broker fees

If you don't clear customs yourself (which is recommended), broker fees are 15,000 – 40,000 RUB depending on complexity and region.

Step-by-step calculations with examples

Three popular models. Calculations are for an individual importing for personal use. Rates: 1 CNY = 12.5 RUB, 1 EUR = 105 RUB (conventional values).

Example 1: BYD Seal (Chinese price ~170,000 yuan)

EV vs. ICE: which is cheaper to clear

EV vs. ICE customs clearance has fundamental differences:

EV advantages:
  • The unified 15% duty is calculated on value and motor kW, not on engine displacement
  • For individuals there's no separate excise or VAT — only the unified rate
  • No engine-displacement linkage, which produces large numbers for high-displacement ICEs
EV disadvantages:
  • The utilization fee for over-160 hp models is comparable to or exceeds the ICE utilization fee
  • Since December 2025 the EV utilization-fee coefficients have grown several-fold
  • The reduced utilization fee (3,400 RUB) is only available for low-power models
Conclusion: for sub-160 hp EVs, clearance is much cheaper than for an equivalent-class ICE. For high-power EVs (200+ hp) the difference is minimal, and in some cases EV clearance can cost more due to high utilization-fee coefficients.

2026 benefits and preferences

As of April 2026, the following preferences apply:

1. Reduced utilization fee for individuals — 3,400 RUB for new EVs up to 160 hp under personal-use and 12-month resale-ban conditions.

2. Vehicle tax — many Russian regions still grant transport-tax breaks for EV owners. Regions and conditions differ; check with the tax office at your registration.

3. No excise or VAT for individuals — when importing for personal use, individuals pay no separate excise or VAT, simplifying calculation and reducing total burden.

4. Free parking — in Moscow and several other cities, EVs still have free-parking privileges.

Note: the utilization-fee discount is voided if the EV was previously registered to a legal entity in an EAEU country. In that case even an individual pays the full commercial rate.

FAQ

Can I clear an EV myself, without a broker?

Yes, the law allows it. But the procedure requires customs-code knowledge, correct declaration filing, and direct interaction with customs authorities. A document error can lead to delays and extra costs. We recommend using a professional broker.

How long does clearance take?

With all documents in place — 1 to 5 business days. SBKTS can take an additional 5–10 days. Total time from arrival at customs to receiving an eVIN — 2–3 weeks.

Is it true that the EV utilization fee will be canceled soon?

As of April 2026 there are no such legislative initiatives. On the contrary, the recent trend is utilization-fee growth. Plan your purchase around current rates.

What documents are needed for clearance?

  • Sales contract (invoice)
  • Transport documents (bill of lading or CMR)
  • Vehicle technical documentation
  • Owner's passport
  • Customs payment receipt

Can I import an EV cheaper through Kazakhstan or Kyrgyzstan?

EAEU re-import schemes exist, but since 2025 they have become less attractive. If the car was previously registered to a legal entity in an EAEU country, the reduced utilization fee for an individual in Russia does not apply. Additionally, when violations are detected, customs can reassess payments and impose fines.

Is it better to import as an individual or a legal entity?

For most buyers, importing as an individual is much better: no excise, no VAT, eligibility for the reduced utilization fee. Legal-entity import is justified only for commercial volumes or for resale.

Does trim affect clearance cost?

Yes. Customs value is set by invoice, and a more expensive trim raises the duty base. Motor power (which can vary across versions of the same model) affects the utilization fee and excise.
