CNC machines from China 2026: milling, turning, laser — what Russian machine plants buy

Guide to Chinese machining centers and laser cutters for Russian machine plants: DMTG, SMTCL, Haitian, Bodor, HSG, Han's. FOB prices, 0% duty under HS 8457.10, logistics via Hunchun and sea.

Why Chinese CNC machines are displacing European and Japanese machines at Russian machine plants

Until 2022, the CNC park at average Russian machine plants was built on DMG Mori, Mazak, Okuma, Haas, Doosan and Trumpf (for laser). After official suppliers exited, service and parts on these machines turned into a parallel-import quest. At the same time, two government decisions changed the economics: 0% duty under HS 8457.10 (machining centers) and 8458 (CNC lathes) within the EAEU common tariff as an import-substitution incentive, and a return to "normal" lead times from China — 60–120 days vs 6–9 months for parallel imports.

By early 2026, Chinese builders cover three segments:

  • Mass-production machining (shafts, housings, runs of 20+) — DMTG (Dalian Machine Tool Group), SMTCL (Shenyang Machine Tool), Haitian Precision.
  • Precision machining (aerospace components, tooling, molds) — Jingdiao, Haitian, certain DMTG lines.
  • Laser cutting and bending — Bodor, HSG (G.Weike) and Han's Laser — leaders covering 70% of global fiber laser cutter exports.

The differences between brands aren't "better/worse" but precision level, presence of Russian-language CNC interfaces (Siemens 828D, Fanuc 0i-MF, in-house GSK/KND), and density of Russian service partners.

Four key CNC brands — what to choose for your task

DMTG — mainstream machining centers and lathes

Dalian Machine Tool Group — the historic flagship of Chinese machine-tool building, Dalian, Liaoning province. For a mid-tier machine plant, DMTG covers 80% of the SKU mix: vertical machining centers VDL-600/850/1000, horizontal HMC, turning CKA/CKE with Fanuc 0i-MF. FOB price — 190,000–380,000 CNY for a 3-axis VMC 850, up to 620,000 CNY for 5-axis configurations.

Strengths — the most recognizable brand in Russia, three generations of installed park, repair-friendly mechanics (Rexroth/THK rails standard, BT40/BT50 spindles), Fanuc or Siemens optional. Weaknesses — base configurations come with Chinese GSK 980 CNC (cheaper but limited Russian support); for precision work order strictly with Fanuc/Siemens.

SMTCL — turn-mill group with GOST orientation

Shenyang Machine Tool (Shenyang, Liaoning province) — second-largest Chinese maker, historically focused on mass turning and molds. CKE/CKS — CNC lathes from small to large (up to 1,000 mm diameter), VDF/VDM — milling. FOB price — 170,000–360,000 CNY for the base lathe, 220,000–450,000 CNY for VMC.

Strengths — many components mirror Soviet-era 16K20/1K62 geometry, accelerating retool by maintenance and machinist staff; good out-of-the-box tolerances, Fanuc standard. Weaknesses — east-Russia delivery is via Harbin / Shenyang, and Chinese peak demand stretches lead time to 140–160 days.

Jingdiao and Haitian — precision and high-speed machining

Jingdiao (Beijing) — niche specialty: high-speed engraving-milling centers for tooling, molds, electrodes. JDGR/JDGR200 — mold series with 24,000–30,000 rpm spindle, FOB 420,000–850,000 CNY. For aerospace and medical-tech work, Jingdiao often runs 35–45% cheaper than equivalent Makino/Röders. Haitian Precision (Ningbo, Zhejiang province) — one of the world's largest makers of machine-tool bases (cast bed). In-house 5-axis MC (UB/UG) and heavy milling lines, usually with Siemens 840D. FOB 380,000–950,000 CNY depending on axis count. Strong where you need a heavy cutting bed and geometric stability.

Laser cutting: Bodor, HSG, Han's Laser

Jinan (Shandong) and Dongguan (Guangdong) — the two capitals of the global fiber laser. Three brands hold 60–70% of exports:

  • Bodor — broadest model range from 1.5 to 40 kW, BodorWeb SaaS for remote monitoring, FOB 220,000–1,600,000 CNY for 3–12 kW machines. Mass model — P3 6 kW (~380,000–520,000 CNY FOB).
  • HSG (G.Weike) — G3015/G4020/H6000 series, Raycus/MAX (local) or IPG (German) resonators, FOB 250,000–1,500,000 CNY.
  • Han's Laser — premium tier, close IPG cooperation on resonators, FOB 320,000–1,900,000 CNY. Typical choice for large body-shop production and light industry.

Comparison by scenario

Mid-tier machine plant, serial machining, 10+ machines

Optimum — DMTG VMC 850 with Fanuc 0i-MF plus a pair of SMTCL CKE lathes with Fanuc CNC. Base cost for a 5–10-machine park fits 3.5–7M CNY FOB, Russian service is established. Typical scenario — see our case «2 milling MCs · machine plant · Volga region».

Tooling and mold production (precision)

Optimum — Jingdiao JDGR or Haitian UG-series with Siemens 840D. Tolerance ±0.005 mm, high-speed spindle, oil-mist cooling. Entry price higher — from 550,000 CNY, but TCO vs imported Korean tooling pays back in 10–14 months.

Body and sheet-metal production (laser + bending)

Bodor P3 6 kW + Yawei press brake or HSG G3015 6 kW — typical Russian metal-fab combo. 6 kW lasers cover 95% of structural-steel cutting up to 20 mm. For stainless and aluminum — 8–12 kW.

0% duty, 22% VAT, utilization fee — what you pay on import

HS 8457.10 (machining centers) and 8458 (CNC lathes) — duty 0% under EAEU common tariff (current as of 2026, EEC Council decision as part of the import-substitution incentive). HS 8456.11 (fiber-laser machines) — duty also 0%. This is fundamentally different from construction equipment (5–10% duty). VAT 22% at customs — 2026 rate. Utilization fee on CNC machines does not apply (only construction and wheeled vehicles fall under utilization fee per Decree No. 1291).

Typical landed-cost structure for a VMC 850 at 280,000 CNY FOB (rate ~13 RUB/CNY):

  • FOB Ningbo/Shenyang — 3.64M RUB
  • Freight + insurance (40HQ on a platform or RoRo) — 180,000–260,000 RUB
  • Duty 0% — 0 RUB
  • VAT 22% on CIF — about 0.85M RUB
  • Certification (TR CU 010/2011 "Safety of machines and equipment") — 80,000–160,000 RUB
  • Broker and TVV — 40,000–80,000 RUB
  • Delivery from Makhalino/Vladivostok to the Russian plant — 150,000–450,000 RUB (region-dependent)
  • Supervisor commissioning (Chinese engineer on site 5–10 days) — 300,000–700,000 RUB

Logistics through Hunchun for machines

Machines are massive, heavy, oversized cargo. Two realistic routes:

Rail via Hunchun – Makhalino. Suitable for machines up to 12 t and within rail gauge. Time from a Shenyang/Dalian plant to Makhalino — 14–20 days, then container rail or trailer trucking to the plant. For DMTG and SMTCL (Liaoning) this is the shortest, most predictable corridor. Sea freight via Shanghai/Ningbo – Vladivostok. Typical for heavy 5-axis centers and 10+ kW laser cutters (oversize). Time 35–55 days, freight cost higher, but transshipment-damage risk is lower.

Certification: TR CU 010/2011 and safety

CNC machines fall under TR CU 010/2011 "On the safety of machines and equipment". The certificate is mandatory for commissioning in the EAEU. Certification work is performed by an accredited lab; the package — scheme 1с (serial production) or 3с (single batch).

Additionally for laser machines — TR CU 020/2011 "Electromagnetic compatibility" (laser safety class 4, shielding requirements). For machines with external water/hydraulic source — TR CU 032/2013 "Pressurized vessels".

What to verify when receiving a CNC machine

  • CNC controller. Siemens 828D/840D, Fanuc 0i-MF/30i, Mitsubishi M80 — yes. GSK/KND/HNC — only if you understand the risks: minimal Russian support, documentation partly in Chinese.
  • Spindle group. Precision tasks — Japanese NSK/Koyo/NTN, mass tasks — Chinese LYC works. Runout ≤0.003 mm at idle.
  • Rails and ball-screws. THK/PMI/HIWIN — standard. Avoid no-name Chinese analogs in cheap configurations: on molds and runs they "drift" within 12–18 months.
  • Certification package. TR CU 010 declaration of conformity must be with the supplier before loading — otherwise customs holds for 3–5 weeks.
  • Supervisor commissioning. Build it in as a separate line. For Bodor/Han's, many IPG resonators require calibration only the factory can do.
