What gets issued when importing heavy equipment and industrial goods from China: EAEU technical regulations, declarations of conformity, SBKTS and EPTS, recycling fee, ERA-GLONASS.

Procedures follow the EAEU and Russian legislation in force in 2026. No actual document scans are shown. Final classification and document pack are confirmed after reviewing the accompanying materials.

EAEU technical regulations (TR CU)

Which TR CU applies to your product

Most industrial machinery falls under 2–3 technical regulations simultaneously. The final classification follows the analysis of accompanying documents.

TR CU 010/2011

On the safety of machinery and equipment

Excavators, loaders, dozers, rollers, cranes, compressors, machine tools, pumps, gearboxes and other industrial equipment. The core regulation for this section.

TR CU 018/2011

On the safety of wheeled vehicles

Trucks (dump trucks, tractors, semi-trailers), commercial road transport, trailers. Requires OTTS/SBKTS, EPTS and traffic-police registration.

TR CU 031/2012

On the safety of agricultural and forestry tractors

Tractors, self-propelled agricultural and forestry equipment. Registered with Gostekhnadzor.

TR CU 004/2011

On the safety of low-voltage equipment

Electric motors, generators, transformers, switchgear, mains-powered tools.

TR CU 020/2011

Electromagnetic compatibility of technical means

Applied jointly with TR CU 004/2011 and TR CU 010/2011 for most electrified equipment.

Export and transport pack

Documents we obtain from the supplier

We verify completeness and authenticity of export documents before factory dispatch. Without CCC and a Chinese export declaration, cargo cannot leave the PRC.

Russian-side certification and registration

What gets issued inside Russia

After customs release: TR CU certification, registration with Gostekhnadzor or the traffic police, payment of the recycling fee. We coordinate the entire process so the customer receives equipment ready to operate.

TR CU declaration of conformity

Issued for a product series or a specific batch. Lead time from 5 business days for serial models that already have accredited-lab test reports.

SBKTS (vehicle design safety certificate)

Mandatory for cars, tractors and self-propelled equipment. Built on the manufacturer's OTTS. Issued per VIN.

Electronic vehicle title (EPTS)

Issued on the basis of SBKTS. Required for traffic-police or Gostekhnadzor registration. Issued in 1–3 business days after SBKTS is uploaded to the system.

Recycling fee

Paid alongside customs clearance. The rate depends on equipment type, weight, age and engine displacement. Updated annually by Russian government decrees.

ERA-GLONASS

Mandatory for all category M and N commercial vehicles imported for commercial use. Installation by an accredited partner; activation via the operator.

Self-propelled machinery passport (PSM)

For tractors, excavators, loaders, dozers, graders. Issued electronically; required for Gostekhnadzor registration.

FAQ

Certification and documents

Do I need a TR CU 010/2011 declaration for every unit of equipment?

For serial models from XCMG, SANY, LiuGong, Shantui, SDLG the declaration is issued per series — accredited-lab test reports are already in force. For one-off models or unusual configurations — separate testing in an accredited laboratory.

Who pays the recycling fee — supplier or customer?

The recycling fee is paid by the importer — the legal entity on whose behalf the customs declaration is filed. KDL calculates the amount up front and confirms it with the customer. Payment goes through the customs broker alongside customs duties.

What if a model has no active TR CU declaration?

Two scenarios: issue a per-batch declaration (sample testing, 10–20 business days, ₽150–400 k) or switch to an analogue model that has an active declaration from the same manufacturer. The latter usually saves 2–3 weeks.

How long does EPTS take after the machine arrives?

After customs release: SBKTS — 1–3 business days; SBKTS upload to the system and EPTS issuance — 1–3 business days. Total from release to ready EPTS — 3–7 business days.

Is ERA-GLONASS required for heavy equipment (excavators, loaders)?

No — ERA-GLONASS applies only to wheeled vehicles registered with the traffic police (categories M, N). Crawler and self-propelled equipment registered with Gostekhnadzor is exempt.

What if the supplier doesn't provide a CCC certificate?

A Chinese export declaration without CCC is impossible for most equipment groups — cargo will not be cleared out of the PRC. We verify CCC validity in the open CNCA register before signing the contract and lock the requirement into the agreement.

How fast can a document pack be prepared for a new model?

For serial Chinese brands with a ready TR CU declaration and OTTS — 5–10 business days. For rare or custom models — 25–45 business days. Final estimate is given after reviewing the manufacturer's documentation.
